Moving from Italy to the UAE
Italy's EUR 300,000 flat tax is designed to attract people into Italy; the UAE starts from no personal income tax. The decision is therefore less about comparing two incentives and more about whether Italian residence, foreign-asset charges and family facts have genuinely ended.
Italy's inbound regime is not an outbound solution
Italy charges EUR 300,000 per year on foreign income for new residents, plus EUR 50,000 per family member, for up to 15 years. Earlier movers are grandfathered at their previous rate. That regime matters when entering Italy, not when leaving it.
Ordinary Italian residence can arise at 183 days, habitual residence, domicile or Anagrafe enrollment, the last rebuttable since the 2024 reform.
The UAE's personal result
The UAE has no personal income, capital-gains, dividend, wealth or inheritance tax. Non-GCC nationals are exempt from social security. The Golden Visa property route is AED 2,000,000, and annual business turnover exceeding AED 1,000,000 can bring a natural person into corporate tax, with the standard 9% rate on taxable income above AED 375,000.
The Italian foreign-asset charges — IVIE at 1.06% on foreign real estate and IVAFE at 0.2% on foreign financial assets — are part of the departure model, not a substitute for it.
Residence evidence beats a tax slogan
A UAE visa and an Italian deregistration are only pieces of the file. The move should be tested against home, family, work and economic-centre facts, with the date of departure and asset location documented.
Before you move
- Italy's EUR 300,000 flat tax is an inbound regime, not an Italian exit benefit.
- Italy applies four alternative residence tests.
- IVIE and IVAFE are separate Italian charges on foreign assets under ordinary residence.
