Moving from the US to the UAE

US citizens and resident aliens generally remain subject to US tax on worldwide income while abroad. Moving does not itself end that status. Foreign earned income exclusions or credits may apply if their conditions are met; eligibility and filing still need a US tax review.

Review the state and local position

A state-tax change requires a separate assessment of residence, domicile and income source. Leaving California physically is not enough to establish that every California obligation ends.

The UAE adds nothing on top: no personal income tax on wages, investment or real estate income, no capital gains tax, no dividend tax, no wealth tax, no inheritance tax, and no social security for non-GCC nationals.

A change of US status is a separate decision

The IRS applies separate expatriation rules to some citizens who relinquish nationality and long-term residents who end that status. Covered-expatriate rules, exceptions, compliance and continuing US-source obligations require specialist review. Expatriation is not a routine relocation step or a guarantee of no future US tax.

The 2026 estate and gift exemption is USD 15,000,000 per person, made permanent by the One Big Beautiful Bill Act, with 40% above. That permanence changes the calculus for families who were previously planning around a scheduled reduction.

The UAE side, practically

Domestic tax residence has alternative tests, including 183+ days, a conditional 90+ day route, and usual residence with the centre of interests. Check the FTA guide and any treaty separately. ICP lists qualifying property investment of at least AED 2,000,000; approved local-bank financing is permitted subject to conditions. Confirm residence duration and documentation before purchasing.

UAE business turnover exceeding AED 1,000,000 in a calendar year can bring a natural person into corporate tax; the standard 9% rate is on taxable income above AED 375,000 — and for a US person that UAE corporate charge interacts with US rules on foreign entities, which is where the real complexity sits.

Before you move

  • Model federal, state and UAE obligations separately, including eligibility for any exclusions or credits.
  • The Substantial Presence Test at 183 weighted days governs non-citizens; it is irrelevant to citizens, who are taxed on status alone.
  • UAE entity ownership by a US person triggers US reporting obligations that a purely local structure would not.
