Moving from Cyprus to the UAE
Cyprus and the UAE are both used in international planning, but for different reasons. Cyprus can provide a 27-year non-dom window; the UAE provides no personal income tax. The question is whether changing residence improves the person's actual income and asset mix.
Cyprus may already solve the investment-income issue
Cyprus non-doms pay 0% Special Defence Contribution on dividends and interest for 17 years, with two five-year extensions at EUR 250,000 each. Listed shares are outside Cyprus capital gains tax, and the 2026 top marginal rate is 35% above EUR 72,000.
Moving to the UAE can still matter for wages, real estate income and the broader absence of personal income tax, but the existing Cyprus window should be priced before it is abandoned.
What the UAE changes
The UAE has no personal income tax, capital-gains tax, dividend tax, wealth tax or inheritance tax. Non-GCC nationals are exempt from social security. Its domestic tax residence has alternative tests, including a conditional 90+ day route. Check the full FTA requirements separately from immigration; the property Golden Visa route is AED 2,000,000.
Annual business turnover exceeding AED 1,000,000 can bring a natural person into corporate tax. The standard 9% rate is on taxable income above AED 375,000. Qualifying personal investment income is excluded.
The 60-day Cyprus route is not a universal safe harbour
Cyprus residence can use 183 days or a 60-day rule with ties and permanent residence, and from 1 January 2026 no longer requires proving non-residency elsewhere. If the move is made, the evidence should show which country is the genuine centre of life and business.
Before you move
- Compare the UAE with the remaining Cyprus non-dom years, not only with Cyprus's top marginal rate.
- The Cyprus EUR 300,000 permanent-residence figure is not verified.
- AED 1,000,000 is an annual business-turnover scope threshold; the standard 9% corporate-tax rate applies to taxable income above AED 375,000, subject to applicable rules and reliefs.
