Residency and Citizenship in 2026: Build a Useful Shortlist

Edited by Amr Atef · Founder and editorial coordinatorPublished: Updated:

Decision in brief

There is no universal best country for a family. Begin with a short decision brief: who needs status, where they need to live or travel, how much time they can spend there, and whether they intend to become tax resident. Only then compare programmes.

Three decisions to keep separate

How to compare candidate routes

For a UAE or Portuguese residence shortlist, use the published ICP or AIMA eligibility rules as the starting document. Do not assume a property, fund or dependant qualifies merely because an intermediary uses the term golden visa.

Treat the Malta court decision as a reason to verify the legal basis of every citizenship offer. The available route and its conditions must be checked before a payment or contract.

  • Prepare one row per route with eligibility, obligations, costs, documents, renewals and exit conditions.
  • Separate official processing information from a provider’s estimate. Record what the estimate depends on.
  • Ask whether the family can keep the required presence alongside school and business commitments.
  • Compare tax consequences at departure, during residence and on death; a visa comparison does not answer these.

What the first professional brief should contain

Use citizenships, current residence, family composition, timetable, intended presence and a broad project budget. At the research stage, a representative can describe the case without sending passports, bank statements or the principal’s full portfolio.

When to narrow the brief

If the list contains ten countries, identify the two constraints that eliminate most of them. If none can be eliminated, gather family preferences first. If a legal status is being proposed mainly to sell an unrelated investment, obtain an independent eligibility opinion.
